It appears that the audio track (STARCON_T02.WAV, referred to by STARCON.CUE) is missing from Anthony's .zip files. Is this file present in the (now unaccessible) RAR file?

Yes, that file is in the RAR files.  I converted it to MP3 and I have the original WAV file:

The file name is different, but the file itself is the same.

I see a file STARTHEM.WAV inside the CD image itself, but that's not what I'm referring to.
The CUE file describes the parts which form the CD: One data track, in the file STARCON_T01.BIN, and one audio track in STARCON_T02.WAV (which would be playable in a regular CD player). Anyone who wants to recreate the CD needs both (though chances are that the game will run without the audio track).
Was there no STARCON_T02.WAV file inside the RAR archive, along with STARCON.CUE and STARCON_T01.BIN?

Btw, why did you repack the RAR file at least three times? Why not just repost the "original" RAR file?

Meep-Eep is right. There should be three files:

STARCON.CUE
STARCON_T01.BIN (track #1, data)
STARCON_T02.WAV (track #2, red book audio)

All of them are required to re-create the disc, so please only mirror the rar archive as uploaded by me.
