All US presidents need to keep the nuclear option in mind, since they're being handed sole power to decide when to employ it. MAD is still a concern, though somewhat less than it was during the cold war, and every commander in chief has to be ready to make the decision to launch or not should they be called upon to do so.

That said, it was probably a pretty irresponsible move to hand the keys over to a guy who wants to "bomb the shit out of" people.

I do believe it would have been more prudent to abide by the guidelines of the following Commander Hayes quote:
"SUMMARY: Unless there is a strong reason to do otherwise
DO NOT ACTIVATE THIS DEVICE! LEAVE IT ALONE!"

Suggest spoiler tagging. Trog hasn't seen that yet. Though really, it's not too surprising that such a thing might exist in-game, and when you get it, it's really unsurprising that that's what he'd say.
