As far as I know, this is needed to prevent someone else from using Paul's copyrighted anything in the future. He can't pick and chose to defend his copy rights on specific instances only, while letting other situations slide.

That's not true, this is about the money. Permission was needed anyway, whether groombridge log is sold or being made available freely.
That has always been Paul's position about derivative works, I don't see why this instance would be different. UQM was made under the same stipulations.
Besides, I think it's a bit much to expect to be able to profit off of someone else's original creations without giving them some kind of cut. It doesn't matter how successful he has been in the intervening years.

Paul reiche didn't pay off Gene Roddenberry and Glen Larson for his inspiration for various SC2 themes...
