That's a good point - the first Starflight leaned heavily towards the latter, but the second introduced a trading mechanic which skirted the issue fairly neatly. There's other plausible ways around it - requiring specific resources for some things which only certain planets have in abundance springs...

What I would like to see is something taking cues from Starflight planetside - there's no need to remove resource gathering if you can make that fun in its own right.

WINE is an interesting option, actually, if Stardock really doesn't want to bother with 'normal' Linux support. (with some work actual 'native' binaries can be built against winelib, although there are probably better ways to approach portable development than that...)
